Alternative Final Landfill Covers--A new and rapidly emerging technology that improves environmental performance and cost-effectiveness of final landfill covers in arid regions. 

CEQA: Provides an overview of specific requirements for complying with the CEQA associated with submitting, reviewing, and processing a new or revised solid waste facility permit.

Cleanup Program--A program to clean up sites where there is a threat to health and safety and/or the environment and where responsible parties either cannot be identified or are unable or unwilling to pay for timely remediation.

Closed, Illegal and Abandoned (CIA) Disposal Sites--The purpose of this program is to assist local enforcement agencies in investigating and enforcing state minimum standards at CIA sites in California.

Closure and Technical Services: Includes information on closure and postclosure maintenance plans, landfill gas monitoring and control plans, postclosure land use, technical review of landfill design, environmental restoration and revegetation, inspection and enforcement and financial assurance mechanisms.

NewCompostable Materials: This website provides resources to LEAs and facility operators on compostable materials management including permitting, enforcement, statutes and regulations, operational challenges, responses to challenges and community outreach. It includes information on the CIWMB’s past initiatives addressing odors and other concerns at organic materials processing operations.

Construction, Demolition and Inert Debris Resources: Created to help users understand the construction, demolition and inert debris regulations and how to apply them to various types of site operations and facilities.

E-Waste (Used Electronic Products)--Many components of electronic equipment--including metals, plastic, and glass--can be reused or recycled, while others may present environmental hazards if not disposed correctly. This web site provides information and resources on how to properly manage your electronic products.

Enforcement--This page includes links to information on compliance authority and tools available to LEAs and the Board when acting as enforcement agency.

Enforcement Assistance--The Board's Enforcement Agency (EA) Section was created in order to ensure that the Board fulfills its duties and responsibilities when serving as the solid waste EA for a particular jurisdiction. In addition to its administrative functions, the EA Section duties and responsibilities include closure, enforcement, inspection, and permitting of solid waste facilities and operations as well as disposal sites.

Environmental Review--Includes links to the California Resource Agency's CEQA page and environmental review document preparation guidelines.

Equipment Loan Program--The CIWMB developed the LEA equipment loan program to support LEA equipment needs. The program is intended to support LEAs whose financial or technical resources limit their ability to obtain and operate instrumentation and other technical and scientific equipment.

Financial Assurances--Includes bulletins, and a list of brokers, surety bond companies and trustees.

Grants and Loans--Information about the grant and loan programs currently offered by the Waste Compliance and Mitigation Program of the Integrated Waste Management Board.

Health and Safety--Board's health and safety manual, training news and the Board's MOU with OSHA.

Household Hazardous Waste--The Used Oil and Household Hazardous Waste program develops and promotes alternatives to the illegal disposal of household hazardous waste and used oil for the protection of California's environment and the health of its inhabitants.

Illegal Dumping--Illegal dumping and littering are a major problem with significant social, environmental, and economic impacts for many jurisdictions in California. This page provides information on the Board's role in this issue.

Inspector Certification Program--AB 1022 requires Agency develop a program to ensure that all the boards, departments, offices, and other agencies that implement Cal/EPA’s laws and regulations "take consistent, effective, and coordinated compliance and enforcement actions." The Cal/EPA Inspector Certification Program was created to implement the training component of the statute.

Landfill Gas--Includes information on health and safety, regulations, equipment and monitoring.

LEA Equipment Loan Program--Provides information to LEAs on the program which provides support through: loaning air monitoring instruments and equipment; providing technical support; providing training assistance for all loaned items, and; repairing and calibration of LEA owned equipment.

LEA Evaluations--Information on LEA evaluation procedures, schedules for upcoming evaluations, and helpful links to services and programs.

Local Enforcement Agency Grant Program--Provides grant funds to local enforcement agencies to assist in their permit and inspection programs.

Notice and Order Resources: Provides internet access to information and resources for writing a notice and order.

Partnership 2000--A partnership between Local Enforcement Agencies and the California Integrated Waste Management Board.

Permitting--Information on the solid waste facilities permitting program. Includes a variety of downloadable forms.

Ralph Hunter Memorial Award--This annual award recognizes an individual LEA who has made a major impact to the LEA/solid waste field during the course of their work.

New iconSolid Waste Information System (SWIS) Digital Inspections Program--A voluntary program allowing LEAs to submit their statutorily mandated solid waste facility inspection data in paperless, electronic format using either data entry on a web form, or batch submittal using XML.

Training--Training news, master schedule, registration forms and announcements.

Universal Waste: Provides to LEAs and facility operators in identifying and managing universal waste.
