Per Capita Disposal and Goal Measurement System (2007 and Later): An explanation of the new per capita disposal measurement system Chapter 343, Statutes of 2008 [Wiggins, SB 1016]). The new law makes the process of goal measurement as established by the Integrated Waste Management Act of 1989 (AB 939, Sher, Chapter 1095, Statutes of 1989) simpler, more timely, and more accurate. At-Store Recycling Program: Plastic Carryout Bags: AB 2449 (Levine), Chapter 845, Statutes of 2006 was passed by the Legislature requiring implementation of a statewide plastic bag recycling program, as well as the composition, use, recycling opportunities and disposal of plastic grocery and retail bags. This law, which took effect July 1, 2007, requires stores to set up an at-store recycling program for customers. (Posted June 4, 2007)
