Rigid Plastic Packaging Container Program

Certification Process

Annually, the CIWMB conducts a certification of product manufacturers selling products packaged in rigid plastic into the state of California. The compliance year for the certification is based on a calendar year. Product manufacturers that are required to certify will be notified immediately following the compliance year. Product manufacturers will then have 90 days to submit a completed certification. As a courtesy, product manufacturers who may be potentially included in a certification will be notified by July of the compliance year.

Future Certifications

At its December 2004 meeting (see item 5), the Board adopted protocol for conducting yearly certification of compliance with California’s RPPC law. To ensure that the RPPC law is effectively implemented, the Board adopted protocol that includes:

  • Notification
  • Outreach and education
  • Product manufacturer identification
  • Timely certification cycles

Notification
Product manufacturers that may be included in a certification cycle will be notified six months in advance of the start of the year in which the certification will be conducted in, i.e. by July of the compliance year.

Outreach and Education
Advertisements will be placed in major trade publications and websites to help inform a broad range of container manufacturers and suppliers that their customers may be asked to certify compliance with California’s RPPC law for year 2005 or beyond.

Furthermore, in order to keep the regulated community informed about the requirements of the RPPC law, and compliance options available, the CIWMB will conduct its own outreach efforts via e-mails, direct mailings, website, workshops, etc.

Product Manufacturer Identification
The CIWMB is constantly constructing and maintaining a pool from which to select companies to include in annual certification cycles. For each certification cycle, 75-100 product manufacturers be notified that they will be included in the certification.

Timely Certification Cycles

  • Notification will be provided to product manufacturers by July of each reporting year that they may have to certify for that compliance year.
  • Certification packages will be sent to product manufacturers in January of the year directly following the compliance year (i.e., January 2006 for the 2005 reporting year). Product manufacturer completed certification forms would be due 90 days after receipt (i.e., April 2006).
  • Product manufacturers may request one 30-day extension with cause.
  • Any product manufacturer that is assessed penalties will be listed on the CIWMB's website along with the penalty amount.

2005 RPPC Certification

The Rigid Plastic Packaging Certification (RPPC) package for year 2005 was mailed to 100 product manufacturers on December 29, 2005. Certification forms and data sheets are now available in three different formats. The current RPPC certification encompasses designated compliance period January 1, 2005 through December 31, 2005.
