California is faced with the significant challenge of diverting or safely managing more than 40.2 million reusable and waste tires generated each year. California has an estimated 1.5 million waste tires that have been illegally dumped or stockpiled. These stockpiles pose a potential threat to public health, safety, and the environment.
The California Integrated Waste Management Board (CIWMB) is mandated to regulate and manage waste tires within the state. The Legislature recognized the need for waste tire management and passed the California Tire Recycling Act in 1989. To further strengthen waste tire management, the Legislature passed Senate Bill (SB) 876 in 2000 to augment the California Tire Recycling Act. The Board's tire program includes:
- Tire Recycling, Cleanup, and Enforcement Grant Programs provides funds to support the development of tire-derived products markets.
- Rubberized Asphalt Concrete Technology Center (RACTC) promotes the use of crumb rubber from scrap tires in roadway rehabilitation projects by providing education, training and consultation services to local agencies within California.
- Used and Waste Tire Haulers Program requires annual waste tire hauler registration.

- Waste Tire Facility Permit Program develops technical standards and permit requirements for waste tire facilities.
- Waste Tire Facility/Storage Program offers a listing of facilities that can accept waste tires.

- Used/Waste Tire Manifest Program monitors the movement of waste and used tires throughout California and across its borders.
- Waste Tire Enforcement Program is responsible for inspecting, handling violations, and complaints.
